Role Overview:
As a Prevailing Wage Payroll Specialist, you will be responsible for ensuring compliance with prevailing wage laws and regulations for our construction projects. You will process weekly and biweekly payroll for both union and non-union employees, totaling 160 employees. Working hours are from 7:00 am to 3:30 pm, providing consistency and structure to your schedule. Additionally, Spanish-speaking abilities are a plus for effective communication with our diverse team.
You will work closely with project managers, subcontractors, and payroll teams to accurately process payroll and maintain detailed records. This role offers a full-time schedule, allowing you to fully commit to your role and contribute effectively to our team. You will have the support of one part-time payroll clerk to assist you in your duties.
Key Responsibilities:
Certified /Prevailing Wage Payroll Duties:
Review and interpret prevailing wage requirements for construction projects. Process weekly and biweekly payroll for both union and non-union employees, totaling 160 employees. Ensure compliance with prevailing wage laws and regulations, including Davis-Bacon Act and state-specific requirements. Verify and document employee classifications, wage rates, and fringe benefits. Prepare certified payroll reports and statements for submission to government agencies. Coordinate with project managers and subcontractors to ensure accurate reporting of hours worked. Respond to inquiries and provide guidance on prevailing wage compliance issues. Conduct audits of payroll records to ensure accuracy and completeness. Stay updated on changes in prevailing wage laws and regulations and communicate updates to relevant stakeholders.
Payroll Processing Duties:

Data Entry: Accurately inputting employee information into payroll software or systems, including hours worked, deductions, bonuses, and any other relevant data.

Processing Payroll: Calculating wages, salaries, and deductions based on employee timesheets, contracts, and company policies. Ensuring timely and accurate processing of payroll for all employees.

Benefits Administration: Managing employee benefits such as health insurance, retirement plans, and flexible spending accounts. Deducting employee contributions and coordinating with benefit providers as needed.

Tax Withholding and Reporting: Calculating and withholding appropriate federal, state, and local taxes from employee paychecks. Ensuring compliance with tax laws and regulations and preparing and filing payroll tax reports.

Record-Keeping: Maintaining accurate and up-to-date records of employee earnings, deductions, and hours worked. Organizing and storing payroll records securely for auditing and reporting purposes.

Addressing Employee Inquiries: Responding to employee inquiries regarding pay, deductions, tax withholdings, and other payroll-related matters. Providing excellent customer service and resolving issues promptly.

Generating Reports: Generating payroll reports as required by management, accounting, and regulatory agencies. These reports may include payroll summaries, tax reports, and employee earnings statements.

Compliance Management: Staying up-to-date on federal, state, and local labor laws, tax regulations, and payroll best practices. Ensuring payroll processes and procedures comply with legal requirements and company policies.
Qualifications:
Minimum of 2 years of experience in payroll processing, with a focus on prevailing wage compliance. Strong understanding of prevailing wage laws and regulations. Experience with certified payroll reporting and prevailing wage software. Excellent attention to detail and accuracy in data entry and record-keeping. Effective communication skills, with the ability to collaborate with diverse stakeholders. Fluency in Spanish is a plus. Full-time availability with a commitment to working regular hours from 7:00 am to 3:30 pm. Certification in prevailing wage compliance preferred but not required. Benefits:
